The Preferred Option shows three distinct character areas:-

  • The Northern Area (orange), which will be predominantly retail around a cultural hub with a mix of uses on the upper floors.
  • The Central Area (purple), which includes the vacant Fire Station and existing civic uses (Police Station and Magistrates Courts) and has the potential for re-use including retail, residential and hotel.
  • The Southern Historic Area (green), which will have fine grain additions to the existing historic assets with specialist retail, restaurants and small scale office development and higher density uses such as office/residential student accommodation/hotel development on the underused sites.

The Committee is in broad agreement with the preferred option, but there are two areas of concern. Firstly the plan assumes the demolition of the Odeon with its Car Park. The Chairman has been in touch with English Heritage to clarify its listed status, but the matter is still unclear. Secondly, the Committee feels strongly that some of the existing buildings between Worswick Street and the old Bank of England should be listed and refurbished.
